Cambodia-Thailand Maritime Talks May Boost Regional Trade and Economic Growth

Date:

Cambodia and Thailand have embarked on a conciliation process backed by the United Nations, aiming to settle a protracted maritime boundary dispute in the Gulf of Thailand. This initiative falls under the United Nations Convention on the Law of the Sea (UNCLOS), and the inaugural meeting featured opening statements from the foreign ministers of both nations. The central focus of the discussions is Cambodia’s desire to establish a single maritime boundary with its neighbor, Thailand. Alternatively, Cambodia has suggested a joint development scheme to enable both countries to share the resources in the contested waters.

Thailand, however, maintains that the proceedings should concentrate exclusively on the delimitation of the maritime boundary. The Thai government has expressed its commitment to participate in the process sincerely, despite having previously advocated for resolving the conflict through direct negotiations. This dispute encompasses an area of approximately 26,000 square kilometers, which both nations have contended over for more than a quarter-century. The economic stakes are high, as the region is believed to hold substantial reserves of oil and natural gas.

In 2001, Cambodia and Thailand reached an agreement that provided a framework for the joint development of the disputed area’s resources. However, this arrangement came to an end in May when Thailand withdrew following escalated tensions arising from deadly border clashes between the two countries. This termination of the prior agreement has heightened the urgency for a new resolution.

In a move to find a solution, Cambodia initiated the compulsory conciliation process under UNCLOS in June. Through this mechanism, an independent panel is tasked with examining the dispute and providing recommendations. It’s crucial to note, however, that any findings issued by the panel are not legally binding for either Cambodia or Thailand. Nevertheless, this endeavor signifies a renewed attempt to address and potentially resolve a long-standing issue that has economic and strategic implications for both nations.
